NOTES
[196] The second function works only on planets. Worth it just to be able to seed all planet/all space missions? Don't forget The Big Picture.
[197] So if a ship has RANGE 7 and it wants to fly to a Span 3 mission, it will overshoot to include that Span 4 mission after it. You'll have to jockey for position with this thing on your back. One of the cures is Spacedock, which the ship must stop at to discard the dilemma.

[199] If you switch ships, your current ship goes in the draw deck in place of your new ship (shuffle pile). If you switch personnel, your current personnel is discarded. Opponent chooses which personnel is switched, but not which personnel it is switched with. If no ships exist in draw deck, or personnel in discard pile, that is not a valid penalty. Time Locations are "corresponding" if they exist in that location's past of future (Montana Missile Complex corresponds to Espionage Mission).
[200] Holo-Emitter will only work on your [holo] personnel, and Emotion Chip on your android. You also get 1 affiliation icon, 1 skills AND 1 staffing icon. If the personnel already has a staffing icon, it cannot gain another identical icon. Note that personnel may only use one staffing icon at a time.
[201] Don't know much about these battle strategies except they were developed by Kyle Riker. Since Kyle was found at a destroyed facility in the show, I decided to integrate facilities into the Tactic. As to the damage marker, it forbids any kind of reporting aboard a ship through Crew Reassignment, The Emissary or a ship's natural reporting abilities (like those of the Borg).
