Since Kyle was found at a destroyed facility in the show, I decided to integrate facilities into the Tactic. As to the damage marker, it forbids any kind of reporting aboard a ship through Crew Reassignment, The Emissary or a ship's natural reporting abilities (like those of the Borg).
