ENTRIES
[51] element 247
[52] Elementary Temporal Mechanics
[53] "Elementary, Dear Data"
[54] Elemspur Detention Center
[55] Elgol-Red

DREAM CARDS
[51] Unstable Element, Incident, , Countdown: 3
-Plays on table until played on any opponent's personnel you once controlled or held captive this game. You now control it like an infiltrator until countdown ends. Ship it is on is all attributes -2 while aboard, facility is SHIELDS -4. Furthermore, once played, no Interrupt card can ever be played by opponent at personnel's location. Countdown suspended while opponent's Mirror Image in play. Nullified by Make It So.

[52] Elementary Temporal Mechanics, Event, , -3 points
"Course taught at Starfleet Academy. Apparently flunked by a number of cadets who went on to become starship captains."
-Plays on table. While in play, on any player's turn, each Temporal or  card played beyond the first costs points unless immediately nullified.

[53] Fortuitous Programing, Interrupt
"When Geordi LaForge asked the holodeck computer to create an adversary able to outwit Data, he wasn't expecting it to create a sentient hologram."
-Downloads Professor Moriarty OR Vic Fontaine OR The Doctor to your ENGINEER at a Holodeck. OR Plays on any . icon personnel to make it unique (and all other copies in play; discard all other copies) and CUNNING +2. (Cumulative.)

[54]Cardassian Detention Center, Station, Cardassian
"Cardassian built detention camps, such as the one at Elemspur, are known for harsh conditions."
-Plays on any  mission you have solved. Has a brig. Relocate all your captives here. If your matching SECURITY (or any Madred) present, you may download Torture once per turn here. All Torture and Interrogation are worth +1 point here.
-SHIELDS: 20

[55] Incoming Message: Elgol-Red, Interrupt
"Message encryption protocol used by Cardassians. Only Obsidian Order operatives have access to the exact decryption sequence."
-Plays on any Cardassian ship with Obsidian Order aboard. "%y*w wy*) j&w% *jj#q%#§¬ q%%qdi ())(w*ht wy*) )$#wh#h%. *r Dq$eqww*qh, ¬(&$ @/Q¼³HW ¾¢." ("This ship must immediately attack opposing ship present. If Cardassian, your WEAPONS +4.")

NOTES
[51] Inspired more by the word "element" than anything else, it's about the First Contact line "...introduce an unstable element". Sneakier than Brainwashing, you just never know when that previously captured personnel will turn out to be a double-agent. It'll also work on personnel once controlled by Alien Parasites and Neural Servo Device, or somehow freed from assimilation. Even if the Incident is discarded at countdown's end, it has a permanent (once in play) making the personnel untrustworthy (no Interrupts there). It's a perfect place to play your own Interrupts without fear of Amanda Rogers, and it will keep shape-shifters from using their tricks.
[52] Temporal cards are those that have that word in the title. The first one on any given turn is "free". The rest cost points. If the card is nullified (say a Temporal Rift is Amandaed or AU Doored), then it costs no points.
[53] When a personnel becomes unique, all other copies are discarded, and none can be reported while the unique one is in play. Holograms stored in the Arch are still "in play".
[54] So Torture is worth 8 and Interrogation 11 OR 2 points per response indicating there are 4 lights. Watch how fast they'll say five when interrogated here! Madred's addition is in excess of this +1. The NA Madred is not "matching", so that's why I mention him specifically.
[55] Thankfully, I provided a translation for Obsidian Order players.

ENTRIES
[56] Eliann
[57] Eline
[58] elogium
[59] "Elogium"
[60] Elrem

-INTEGRITY: 4, CUNNING: 7, STRENGTH: 5

[57] Eline, Personnel, Non-Aligned,
"Native of now-dead Kataan. Beloved wife of ironwever Kamin. Lived over a thousand years ago in the village of Ressik. Lived again in Jean-Luc Picard's mind."
-CIVILIAN, Cooking; May seed under Investigate Probe; Natives of Kataan may report to this location
-INTEGRITY: 9, CUNNING: 7, STRENGTH: 4

[58]Elogium, Event, Countdown: 3, 10 points
"The time of sexual maturation in Ocampa females when the body prepares for fertilization. A mitral sac develops on her back and the ipasaphor appears on her palms."
-Plays on each of your female Ocampa once per game. If present with only one male when countdown expires, score points. While in play, Sticky Hands and Mitral Sac play for free

[59] Hull Hugging, Tactic

-ATTACK bonus +2 if you have a Scout, Runabout or Defiant-class ship firing. ATTACK bonus -2 if she requires 3 or more staffing icons. Hit = . Direct hit = .
*Hull breach: X personnel (ship owner's choice) are thrown into space, where X = 10 - unmodified SHIELDS (minimum of 1).
HULL -40%

[60] Elrem, Personnel, Non-Aligned,
"Ocampa male. Uncle of Kes. Brother of Benaren. A famed architect in his home city. Used to tell Kes stories about the outside world."
-CIVILIAN, Music, ENGINEER; May build a Colony for free at unsolved Ocampa planet; While in play, Kes is STRENGTH +2
-INTEGRITY: 7, CUNNING: 7, STRENGTH: 6

NOTES
[56] Guessing at her abilities, but I've made her one of the architects of the retrovirus.
[57] Other natives of Kataan include Kamin and both Batails. She joins the crew of a ship when she is encountered.
[58] Easy points? Only if your opponent lets you have them. You are limited in the number of times you can play this event to one per female Ocampa you have in play.
[59] As with Airlock, androids and drones survive the void of space. I chose this for "Elogium" because the Swarm featured in that episode used such a tactic which then became a common sight on DS9.
[60] Another Ocampa card. There should be about as many as there are for changelings by the time I'm done. Or more!

ENTRIES
[61] Elway Theorem
[62] EM base frenquencies
[63] "Emanations"
[64] Emerald Wading Pool
[65] "Emergence"

DREAM CARDS
[61] Dangerous Transport, Interrupt, -5 points
"While the Elway Theorem proposed transport through spatial folds, in practice, this has turned out to be a dangerous, and often fatal mode of travel."
-Plays on any personnel who has just come through Iconian Gateway or Devidian Door OR has just been transported through Dimensional Shifting. It is killed and owner loses points.

[62] Adapt: Neutralize Weapon, Interrupt,
"When Enterprise-D crewmembers attempted to make phaser weapons more effective by retuning their base frequencies, the Borg quickly compensated for the adjustment."
-Plays on any hand weapon just used to kill one of your  Borg. All copies of that exact card present are immediately discarded. (Immune to Amanda Rogers.)

[63] Explore Alien Graveyard, Mission, space, Any crew may attempt,
Vhnori graveyard: Explore other dimensional civilization's burial ground.
-SCIENCE x3 + Youth + Transporter Skill + INTEGRITY>60 OR Any personnel with INTEGRITY>9 OR discard Harry Kim
-Span: 4; 45 points; When solved, you may download Next Emanation.

[64] Emerald Wading Pool, Program
"Holographic re-creation of a vacation spot on the planet Cirrus IV considered to be very safe, certainly safer than the Hills of Heaven on Sumiko III."
-Personnel here may not battle under any circumstances unless they are ANIMAL or Antedeans. Rogue Borg cannot play here unless Crosis also played here.

[65] Holographic Puzzle, Dilemma, space
"When the Enterprise-D's computer gave birth to a sentient lifeform, its "baby" tried to communicate using odd images on the ship's holodeck. "
-If Holodeck present, unless Computer Skill x4 OR CUNNING>40,  icon personnel present are discarded and crew is "stopped".

NOTES
[61] Devidian Door still has to be shown next turn.
[62] Errata for Remodulation is hereby revoked. Adapt: Neutralize Weapon is now a separate card from Adapt: Modulate Shields.
[63] If played on a Bat'leth for example, all Bat'leths here are discarded.
[64] "Here" is the Holodeck site itself (once it comes out) or any ship or facility with a holodeck. With ship sites, Rogue Borg may be played on any site in the ship, and walk like personnel from site to site.
[65] The dilemma is only discarded if no Holodeck is initially present OR the requirements are met.

ENTRIES
[66] Emergency Procedure Alpha 2
[67] emergency hand actuator
[68] Emergency Medical Hologram
[69] emergency transporter armbands
[70] emergent life-form holodeck sequence

DREAM CARDS
[66] Emergency Procedures, Event, Countdown: 3
"Emergency protocol Alpha 2 was used by Counselor Troi after the Enterprise-D hit a quantum filament to disengage all shipboard computer control."
-Plays on your damaged ship to restore its RANGE (if Navigation aboard), WEAPONS (if SECURITY aboard, and SHIELDS (if ENGINEER aboard). Damage markers remain on the ship.

[67] Hand Actuator, Interrupt
"Aboard Federation starships, a small hand crank located in an access panel on one side of an automatic door. It can be used to manually open a door when the computer system fails."
-Opens any closed Doorway card for the rest of this turn. OR Nullifies Malfunctioning Door or Founder Secret. OR "Stops" one personnel that has just reported through a Doorway card.

[68]The Doctor, Personnel, Federation,
"The USS Voyager's E.M.H. Program was left on so long, he became sentient. Created in Dr. Zimmerman's image. Programed with over 5,000,000 medical procedures. Sings opera."
-MEDICAL, MEDICAL, Exobiology x2, Biology, Music, Computer Skill; SD Holo-Emitter
-INTEGRITY: 8, CUNNING: 10, STRENGTH: 5
Now exists as The Doctor.

[69] Exists as Emergency Transporter Armbands.

[70] Program Splicing, Event, Countdown: 3
"The emergent life-form aboard the USS Enterprise-D produced characters and elements from several holodeck programs when it tried to communicate with the crew in 2370."
-Plays on your Holodeck. While in play, there is no limit to the number of different Program cards that can co-exist here. When discarded, all but one Program returns to Arch or hand.

NOTES
[66] This doesn't repair damage. It simply allows you to ignore attribute minuses listed on damage markers until the countdown ends (if the required personnel are present).
[67] Personnel can be "reported through" Devidian Door, Ready Room Door, Arch, etc.
[68] I know the EMH already has a card, but the entry was more about The Doctor than about First Contact's generic EMH. The Doctor IS a persona of the EMH, but can coexist with other universal EMHs. You just can't persona switch them all (he is unique). You CAN persona-switch him with an EMH at one location, and have him pop up at another EMH's location though.
[69] n/a
[70] Usually, only one Program card can exist on any given Holodeck. If you have no Arch in play, you cards go to your hand.

ENTRIES
[71] emergent life-form
[72] Emi
[73] Emila II
[74] "Emissary, Parts I and II"
[75] "The Emissary"

DREAM CARDS
[71]Emergent Lifeform, Dilemma, space
"Self-determinant intelligence that served as a mechanism of procreation for a semiorganic spaceborne lifeform. A magnascopic storm turned the Enterprise main computer into such a being."
-Unless Cybernetics and 2 ENGINEER present, place on ship. Opponent may move ship any time it stops and has RANGE left, and may choose which Programs play from your Arch to a Holodeck present.
Now exists as Emergent Life-Form.

[72] Emi, Personnel, Non-Aligned
"Humanoid female. Entrepreneur. Wanted to buy self-sealing stem bolts from Quark. Zek ruined the deal by telling her where she could get the bolts wholesale."
-CIVILIAN, Acquisition, ENGINEER; May nullify one Gold-Pressed Latinum present per turn;
-INTEGRITY: 5, CUNNING: 6, STRENGTH: 5

[73] Submit Results, Mission, planet, Cardassian/Federation/Romulan
Emila II: Submit results of Krieger wave experimentation to scientific authorities.
-SCIENCE x2 + Physics + (Diplomacy OR no universal personnel)
-Span: 2; 25* points; *+10 points if Nel Apgar aboard Neutral Outpost

[74] Commander Sisko, Personnel, Federation
"Benjamin Sisko came aboard Deep Space 9 as a commander. Former first officer of the USS Saratoga. Despite his claims, does not lead a linear existence."
-OFFICER, Leadership, Diplomacy; When passing through the Bajoran Wormhole, you may take one card from your discard pile and immediately put it in play;
-INTEGRITY: 8, CUNNING: 7, STRENGTH: 7

[75]Commander K'Ehleyr, Personnel, Klingon/Federation
"½-Klingon, ½-human diplomat. K'Ehleyrbecame Worf's first officer in an attempt to deceive the crew of the T'Ong into thinking the Klingons had conquered the Federation."
-OFFICER, Diplomacy, Honor, Leadership; May cancel any battle initiated by  at her location;
-INTEGRITY: 5, CUNNING: 7, STRENGTH: 8

NOTES
[71] This can sort of screw you up.
[72] A little something to hurt the Ferengi, maybe.
[73] Just added a little Trek Sense storyline to what would have otherwise been a pretty boring mission. After all, this was just the Enterprise's destination at the end of "A Matter of Perspective". "No universals" because the report has to be taken seriously (the science kind of isn't). Either a diplomat or someone of some repute ("unique") might do the trick.
[74] I always wanted to make Season 1 versions of the TNG crew (and may yet do so), but the DS9 gang didn't change that much. Sisko, though, did have a major rank change. I've only given him the skills he exhibited in the pilot, and a little something from the Wormhole (plus the Orb icon). The rescued card must be put into play. Cards report where they can normally report, and Interrupts must be played on a valid target immediately.
[75] Hopefully a little more useful than the old 2-skill K'Ehleyr, though she's basically a DipHoLe.

ENTRIES
[76] Emissary
[77] emission nebula
[78] emitter crystal
[79] emotion chip
[80] empath

DREAM CARDS
[76] Exists as The Emissary.

[77] Study Emission Nebula, Mission, space, Any crew may attempt,
Emission nebula: Study nebula with radiactive properties that interfere with cloaking technology.
-Stellar Cartography + Astrophysics
-Span: 3; 20 points; Cloaking Device disabled here unless 3 ENGINEER present

[78]Jammed Crystal Emitter, Interrupt
"The crystal emitter is a component of both subspace transceivers and phaser/disruptor firing assembly. When jammed, energy is blocked from exiting the equipment's battery."
-Plays on any phaser or disruptor to keep it from being destroyed by Disruptor Overload (weapon is disabled for rest of turn instead) OR to turn a mortally wounded result at its location into a stun result OR to nullify its STRENGTH bonus for this turn. OR Download Subspace Interference.

[79]Emotion Chip, Event
"Specialized positronic program module designed to allow Soong-type androids to experience human emotion. May cause problems due to android's inexperience with strong feelings."
-Plays on any android. It is INTEGRITY -1, gains Youth OR Treachery (your choice) and may nullify one android-related dilemma each turn where present. If android is yours, you may switch event on or off every turn. (Immune to Kevin Uxbridge.)

[80] Empathic Touch, Interrupt
"Empaths can share their emotions with others or sense other beings' feelings. They can use this ability to help others overcome psychological crises."
-Plays where you have Empathy present to download one card among the following: Plexing, Eyes in the Dark, Goddess of Empathy or Wolf OR to nullify or cure Garak Has Some Issues, Ktarian Game or Mission Fatigue.

NOTES
[76] n/a
[77] A universal version of Establish Station, but I changed the game text a bit so that a player couldn't destroy cloaking too much by seeding 6 of them.
[78] Works on Rifles too.
[79] Android-related dilemmas are those that either target androids, are triggered by androids or require androids (though in the latter case, the android will probably nullify the dilemma by itself). The card nullifies First Law of Robotics as well. To do this, it must be played as your normal card play on that Objective, and is discarded.
[80] This is the Broken Link on Ophidian Cane. Doubling it allows you to either download two cards (to hand if need be), or nullify/cure two dilemmas (since these have staying power) at once.

ENTRIES
[81] empathic metamorph
[82] emulator module
[83] enantiodromia
[84] Enara Prime
[85] Enarans

DREAM CARDS
[81] Empath's Coccoon, Equipment
"Kamala the empathic metamorph was transported in stasis in an energy coccoon. When she emerged, she immediately caught the attention of every man on the ship."
-Discard at any time to download one Empath to this location. All opposing personnel are immediately "stopped". If Empath is Kamala, draw one extra card this turn.

[82] Alien Interface, Event, Countdown: 3
"Deep Space 9 had an emulator module which allowed the communications system to interface with alien computers such as the probe known as 'Pup'."
-Plays on opponent's Arch, Q's Tent  OR Cultural Database side-decks. While in play, you may discard such a card as your normal card play to take one card from the appropriate side-deck into hand (random selection). (Not cumulative.)

[83] Opposite Reactions, Dilemma, space/planet, Countdown: 3
"Young Timothy of the USS Vico was diagnosed with enantiodromia, literally, conversion into the opposite, by Counselor Troi. No longer a child, he believed himself to be an android."
-Unless Empathy present, one personnel present (opponent's choice) loses 2 first listed skills (until countdown ends) and any unused special downloads (for rest of game).

[84] Uncover Historical Falacies, Mission, planet, Fed/Non-Aligned, Delta Quadrant
Enara Prime: Uncover and expose secret ethnic cleansing practices of this Delta quadrant culture.
-Anthropology + INTEGRITY>40 + (Enaran OR Mindmeld + CUNNING>40)
-Span: 4; 40 points
Now exists as Transport Colonists.

[85] Dark Secret, Dilemma, space/planet, -3 points
"The older Enarans kept their culture's ethnic cleansing of a group called the Regressives secret from their young people, but the Voyager's crew uncovered their dark secret."
-Unless INTEGRITY<20 present, select one personnel present (random selection). It is "stopped", and you lose points for every other personnel of that species present. (Discard dilemma if species has already been targeted by Dark Secret.)

NOTES
[81] You may download the Empath even during your opponent's turn, perhaps stopping a personnel battle.
[82] Yep, allows you to steal from your opponent's side-decks (always give cards back after the game is over). If you want to pilfer from a Q's Tent, you must discard a Q's Tent. From an Arch? An Arch.
[83] n/a
[84] There are a number of Enarans already available in AtoZ.
[85] Sometimes, it pays to be stupid. If the dilemma has already affected Vulcans this game, it is discarded with no effect when another Vulcan is targetted by it later.

ENTRIES
[86] encephalographic polygraph scan
[87] "Encounter at Farpoint, Parts I and II"
[88] encryption lockout
[89] Endar
[90] Endeavour, USS

DREAM CARDS
[86] Tough Grilling, Interrupt
"In the Federation, torture, even in combination with interrogation, is seldom carried out (except illegally). An open hand and a tough talking-to seem to do the trick for them."
-Plays on Interrogation OR Torture if being conducted by  personnel (unless Section 31 present). If you show one of your unrevealed Hidden Agendas, card (and all its points) is nullified.

[87] Farpoint Alien, Ship, Neutral
"Gigantic living being able to transform into a powerful flying saucer or an outpost. Enslaved by the Bandi. Has strong feelings."
-Living Ship[Empathy x2] May land to become a STATION once per game. Equipment reports for free there, and SHIELDS become 16.

-OFFICER, Honor, Leadership, SECURITY, Law; One Youth present is Talarian; All Jonos in play are under your control;
-INTEGRITY: 6, CUNNING: 7, STRENGTH: 9

[90]USS Endeavour, Ship, Federation

-Nebula Class[] Tractor Beam, Holodeck; Immune to  Tactic cards
-RANGE: 7, WEAPONS: 7, SHIELDS: 9

NOTES
[86] Federation personnel are considered to be conducting the Torture/Interrogation if they are present at the captive's cell. Points already scored by Interrogation are nullified along with it.
[87] Once the Farpoint Alien becomes a Station, it remains that way for the rest of the game.
[88] n/a
[89] You control even your opponent's Jono as soon as Endar hits the table. If both players have Endar and Jono in play, each controls the Jonos on his or her turn.
[90] The Endeavour's matching commander can be found in Enhanced Apocalyspe Rising. Borg-only icon Tactics do not affect it (though they may be played for the ATTACK/DEFENSE values).

ENTRIES
[91] Endicor system
[92] endive salad
[93] endorphins
[94] enemy's blood
[95] "Enemy, The"

DREAM CARDS
[91] Investigate Vortex, Mission, space, Cardassian/Federation/Klingon
Near Endicor system: Investigate spatial phenomenon ans sensor anomalies near this system.
-Stellar Cartography + Astrophysics x2 + (2 instances of the same persona OR 3 of the exact same personnel)
-Span: 3; 35 points; Different instances of same persona may co-exist here

[92]Endive Salad, Food
"Dish made with the leaves of an Earth plant classified Cichorium endivia. For vegetarians mostly."
-While in play, once per turn, you may "unstop" any or all your botanists OR "stop" any or all male O'Briens in play.

[93] Endorphins, Interrupt
"Endorphins are an opiate produced by the brain. Can be stimulated through Cardiassian implants or a Betazoid technique called plexing. Help the Bajoran birthing process."
-Downloads Cranial Implant OR Plexing. OR Nullifies Unnecessary Flashback. OR Plays on any Bajoran mother. She is attributes +2 while Endorphins in play.

[94] Enemy's Blood, Food, Delta quadrant, 5 points
"Kazon beverage. 'Enemy's blood' is the translation of the Kazon name."
-While in play, Kazon personnel at this spaceline location are all STRENGTH +3. If a Kazon kills an opposing personnel here, score points and discard Food card. (May not report to a Replicator.)

[95] My Enemy, My Ally, Event,, Countdown: 3
"When Geordi LaForge was stranded on Galorndon Core with the Romulan centurion Bochra, the two enemies became allies in order to survive."
-Plays on table until placed on planet where each player has personnel (except Borg). They may not battle or beam up. You may attempt mission with combined Away Teams, sharing points (round down) if completed.

NOTES
[91] You'll have to find your own way to have many personae of the same personnel together. For example, bring the Enterprise-E with Premiere Picard here, then use Crew Reassignment to report FC Picard to the same location. When the ship leaves this location, one of the personae is taken back into hand. "3 of the exact same personnel" could be 3 identical universals.
[92] All O'Briens, including the Founder and Romulan hologram versions, are affected.
[93] A Bajoran mother, is a Bajoran female who has a daughter listed in her lore.
[94] The card is not cumulative, but you could have many in play in case more than one Kazon kills an opposing personnel.
[95] Okay, personnel may still leave in a landed ship. Other personnel may beam down but become part of the combined Away Team because the Event is played on the planet. Random selections on dilemmas are made by shuffling the entire combined AT. Specific selections are still made by you or your opponent as stated as if you were making the mission attempt (but you may choose your own personnel to die or be captured, etc.). Equipment affects the entire combined AT. Points are shared, so a 30 point mission will give both players 15 points. A 35 point mission will be worth 17 points to each, a 5 bonus point dilemma will be worth 2 to each. Special rewards (like downloads) are only received by you, the true attempting player. On his turn, opponent may attempt mission with combined Away Team, and would get the special rewards etc.

ENTRIES
[96] energy containment cell
[97] energy transfer matrix
[98] energy vortex
[99] engineering
[100] engram

DREAM CARDS
[96] Consciousness Archive, Equipment
"Rao Vantika used an energy containment cell to hold his neural pathways, or consicousness, on station Deep Space 9. he was able to transfer these to Julian Bashir."
-Whenever your personnel dies here, place one of its standard skills in Archive. One personnel present may use that skill. (Limit: 4 skills per Archive.) (Not cumulative.)

[97] Repairs Required, Dilemma, planet/space
"An energy transfer matrix needed repair following damage to a ferroplasmic infusion unit used on planet Atrea IV in 2370."
-For every dilemma already encountered here this turn, one Equipment card or landed ship present is disabled (your choice). Cure with ENGINEER at the start of your next turn.

[98] Exists as Energy Vortex.

[99]Main Engineering, Site
-Whenever ship is damaged, you may report one universal ENGINEER to this location. If 3 ENGINEER present, you may remove one damage counter from ship for every full turn ship doesn't move (or repair a ship in two full turns if damage counters aren't used). Ship is RANGE +1 if matching commander aboard. If Warp Core Breach played here, you may download Eject Warp Core.
-Any Starship[Engineering]

[100] Erase Memory Engram, Interrupt
"With modern technology, memory engrams can be manipulated and selectively erased, as was done to Worf's brother Kurn when he couldn't live with his dishonor."
-Plays on any personnel to nullify all events, interrupts and dilemmas on it OR to remove one of its skills (random selection) permanently (limit: once per personnel).

NOTES
[96] You could have up to 4 skills used by any one personnel present, taken from four different dead personnel.
[97] Q-Flashes and Artifacts are not dilemmas.
[98] n/a
[99] No Eject card yet, but it may prove a reason to play a Warp Core Breach on your own ship.
[100] Nullifes only events, interrupts and dilemmas which are specifically played on a personnel. A dilemma that would target a personnel (like Armus) could not be nullified here. Garak Has Some Issue on the other hand, specifically affects one personnel and stays on that personnel, like Frame of Mind. The punctuation indicates that only the second function is once per personnel. You cannot remove classifications or restrictions, but you can remove special skills and downloads (well, randomly). Just roll a dice or something.
