The discard occurs when there are 11 true ENGINEERs (ENGINEER-classification) personnel in play, counting both sides of the table. And yes, a Vulcan ENGINEER will get a second ENGINEER as a skill if the Vulcan species is targeted.

The only limit to the number of points you can get from the card is due to the number of ships of the appropriate type available for destruction. Note as well that you could bring your own Cardassian and Klingon cards to a nebula. Your opponent doesn't actually need to have cards there. A Car/Kli dual-affiliation personnel would do the trick alone.
