[51] The event does not prevent further Cardassian Treaties from being played.
[52] First off, reporting personnel is going to be difficult since facilities are seeded last. You cannot play your out-of-sequence move between the Facility phase and the first (official) move. If you can get around this however (with an Event, Objective or what have you), you could possibly solve a mission before dilemmas have been seeded under it. In any case, as soon as the Incident found its way on the table, I bet seeding strategies will be affected. For example, you could convince an opponent not to place his Outpost at a certain location by playing an event there. You also get advance notice on your initial hand.
[53] The requirements guarantee you'll be able to play the Fountain right on the mission.
[54] This Objective is meant to mimick Voyager's predicament. Starships are defined in AtoZ as being ships that require staffing icons. To report shuttles, you must have Engage Shuttle Operations in play and a Tractor Beam on the vessel. If your ship is ever destroyed, you can send another through normal means (Caretaker's Array, Barzan Wormhole).

[56] The special equipment must be in play. That means no Invasive Transporters unless the Dominion is somehow on the table (most likely because opponent is playing them).

[58] Spring the Equipment you need out of a Module at the appropriate time while keeping that Equipment safe from Disruptor Overload. Plus, you don't even lose the Module and can report it again.

[94] A very different MULTI-personnel card. Graphically, the picture screen is split into 9, each small frame showing a baseball card shot of every team member. The Stats are low because they represent a baseball team working together, not 9 individuals. Not all 9 are Youths. The Comets can only escape a dilemma that has affected other members of the Away Team or crew. If they are the sole target, there's nothing they can do about it. I placed a restriction for Colony decks, since they'll score 18 points per turn at a Colony.
[95] Yes, the points go down AFTER they've been scored, providing you with a 25 point loss if Buck Bokai ever dies, for example. No further points are lost if Ben Sisko later kicks the bucket.

-Plays on any personnel present with your Klingon with Honor. While in play, that personnel counts as a Klingon with Honor and may, at the start of a personnel battle, place one of your Klingons with Honor in stasis for length of battle.

"Ancient healing symbol associated with the Rubber Tree People. Spirals on it were simple representations of the Milky Way galaxy, while V shaped lines might represent wormholes connecting all the quadrants."
-Place into hand until played on table as an Event card. While in play, your ships with Native American personnel aboard aren't stopped by going through Bajoran Wormhole, AND any Wormholes remain stable for those ships.

[99] Turning a personnel into a Klingon with Honor makes it susceptible to Klingon specific cards.
[100] There are more than enough Non-Aligned Native American personnel to make this a viable artifact for non-Federation decks. It works like a reverse Operate Wormhole Relays in that you can stabilize your own Wormholes. The Wormholes stay on the spaceline but may only be used by ships with Native Americans on it.
